Background:
The incumbent provides IT support to the PC users of OSCE Programme Office in Bishkek (POiB). The incumbent is also to provide full possible support in maintaining communication services and communication infrastructure (including satellite and radio communication). The incumbent shall report to the National ICT Officer (NICTO) and the Chief of Fund Administration (CFA) on all ICT related issues.
Tasks and Responsibilities:
Under direct supervision and guidance of the NICTO and CFA the incumbent has to perform the following:
1. Administers and maintains ICT hardware and software in the office (back-end and front-end) including but not limited:
- VMware ESXi servers (virtual infrastructure)
- Windows servers (MS domain controllers, file sharing, DNS, WSUS, Backup, DHCP, Users’ administration, Antivirus system)
- Linux servers (Proxy server, Content-control system, Anti-Virus system, Nagios monitoring system)
- Server’s hardware maintenance
- Cisco networking and VoIP
2. Acts as an ICT focal point in the office and follows up on approved ICT and Document Management Administration Instructions and Procedures; develops and follows up with the IT continuity plan for local ICT services including daily/weekly/monthly backup, periodical test and recovery;
3. Liaises pro-actively and consistent with the other ICT staff of the POiB (on permanent and temporary/daily base contracts) and assures optimal communication and information work-flow on ICT related issues;
4. Implements releases of ICT hardware/software using a standard process;
5. Roll-out planning, distribute and install; coordinate with ICT Secretariat any major or significant releases; configures and installs new servers, computers and networks in the Domain/LAN environment and redistributes existing equipment. Performs workstation testing after deployment at end-user workspace; including briefing of users on basic operation and handling. Ensures smooth operation, maintenance, upgrade, and repair of the Mission ICT equipment;
6. Acts as local point of contact for users on ICT incidents and service requests; provide initial support and escalate when necessary to Secretariat Central Service desk Service; restores normal ICT Service operation as quickly as possible to minimize disruption to business, thus ensuring that the best achievable levels of availability and service are maintained. This includes Incident Detection and Recording, Classification and Initial Support, follow up on and the development of Standard Operating Procedures, dealing with Invitation and Diagnosis, Resolution and Recovery, and Final Incident Closure;
7. Assures (together with concerned other ICT colleagues) a 24/7 service/maintenance stand/by availability including the weekends and public holidays, to assure prompt reaction on technical ICT service (software and hardware) failure;
8. Manages proper configuration of file/print servers of the office. In case of technical irregularities ensures repair of the servers and troubleshooting. Regularly performs back-up of the Mission servers, ensure all data is stored in reserve. Assists users with restoring of documents from backups and archives;
9. Monitors the availability, capacity of Service Level Agreements, the continuity of all ICT Services and related equipment within the POiB offices, including internet services, VPN connectivity with OSCE Data Center;
10. Registers end-users in the domain environment of the office, maintains and supports their profiles, and coordinates with Central ICT Service Desk in Secretariat to create users accounts for corporate applications; assists, advises and trains POiB staff members in using all installed PC applications;
11. Assists CFA and NICTO in preparing the annual ICT budget requirement and the CAPEX planning;
12. Performs other duties as required.

Necessary Qualifications:
· Secondary education or technical school combined with formal professional training in IT and communication technologies. MCP (Microsoft Certified Professional) Certification in one of the one of the following areas: MCDST, MCSA or Microsoft Office Specialist is a strong asset. Any other Microsoft Certifications can be also considered;
· Minimum 4 years of System or Network Administration experience.
Good working knowledge of the following operating systems/applications: Virtualization technologies, Linux CentOS/RedHat, Windows Server 2008/ Windows 7, Exchange, SCCM, Cisco Networking/VoIP, Proxy servers, McAfee Antivirus;
· For vacant positions in the General Service category, a first-level university degree in a relevant field may be considered as a substitute for one year of working experience, an advanced university degree for two years of working experience;
· Good working knowledge of major networking components, network operating systems and basic computer hardware components;
· Hands on knowledge of the procedures used in the installation, modification maintenance and repair of IT hardware and software troubleshooting;
· Working knowledge of basic Internet technologies e.g. TCP/IP, FTP etc.;
· Familiarity with routers and firewalls;
· Experience of the management of backup scheduling and software;
· Knowledge or familiarity with satellite and radio communication equipment;
· Excellent written and oral communication skills in English and Russian, knowledge of local languages preferable;
· Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
· Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Remuneration Package:
Monthly remuneration, subject to social security deductions is 1048.25 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
